Abstract

Indonesia is one of the countries that enforces several legal systems by adopting law, codifying and unification of several legal systems in the world. In general, the culture of the people in Indonesia rejects LGBT behavior, because it has violated their human nature. The laws and regulations do not yet regulate LGBT issues, but if it refers to Pancasila as the main source of law of the Republic of Indonesia, and it is linked to the legal norms of the majority of Indonesia's population, LGBT behavior is deviant behavior and there needs to be a strict law based on various analysis studies, such as religion, law, social, culture and health.
